The letter, typed on writing paper embossed in blue with the Royal Arms and VICEREGAL LODGE, SIMLA on the facing side only of this and three plain continuation pages is addressed to Bryan Fell, Esq., Public Bill Office, Houses of Parliament, Westminster, S.W.1. and begins in Irwin’s hand My dear Fell. It concerns the correct form of address for someone, other than the Viceroy, presiding over the Indian Council, about which Lord Irwin is correcting the Bills Office.It concludes with a few lines of personal note in the Viceroy’s hand and is signed Yours sincerely, Irwin. Jul14/2

Edward Frederick Lindley Wood, ist Baron Irwin, later Earl of Halifa [1881-1959] had held several Parliamentary posts before becoming Viceroy in 1926. He was later to serve as Foreign Secretary.
